The Gap

₹75 of every ₹100 in tariff savings goes unclaimed.

Four structural barriers keep India's FTA utilisation rate stuck at 25%, far below the 70–80% seen in developed trading nations.

Awareness gap

Most Indian MSMEs don't know which FTAs cover their product category or how to check eligibility. 75% of exporters leave tariff benefits unclaimed.

RoO complexity

Rules of Origin vary by product, FTA, and destination. Determining which test applies — and whether you pass — requires deep technical expertise.

Documentation burden

Certificate of Origin forms differ by FTA. DGFT procedures, issuing agencies, and invoice matching requirements create significant compliance overhead.

EU standards gap

Even eligible exporters lose contracts because their products lack CE marking, REACH compliance, or HACCP certification required by EU buyers.

Who We Are

Built by people who understand the gap.

Provenance was built from a simple observation: India has signed 13 Free Trade Agreements that give Indian exporters the legal right to dramatically lower import duties in partner countries. The utilisation rate is 25%. The gap is not a policy failure — it is an infrastructure failure.

We built the compliance infrastructure that was missing. A deterministic Rules of Origin engine built from official PSR annexes. A tariff database covering 50,000+ HS-code level rates. An EU product standards gap analyser. And a filing workflow that catches the invoice matching errors that the April 2026 DGFT notification made automatic rejections.

Every assessment on Provenance is backed by official government data — not estimates, not AI guesswork. The eligibility determination is deterministic. The data is sourced from DGFT, the UK Government, DFAT Australia, Japan MOFA, and the UAE Ministry of Economy.

Frequently Asked

Questions we get asked.

No. Provenance provides eligibility assessments and compliance documentation based on official published tariff schedules and PSR annexes. Our determinations are advisory. For binding legal opinions or disputes with customs authorities, consult a licensed customs broker or trade lawyer.

A Certificate of Origin (CoO) is the document that proves your product was made in India and qualifies for preferential tariff treatment under an FTA. Without it, your buyer pays the full MFN duty rate — eliminating the FTA benefit entirely. Since January 2025, all CoOs must be filed electronically through DGFT's eCoO 2.0 portal.

Most assessments complete within 48 hours of submission. Simple products in standard categories (textiles, leather, spices) are typically faster. Complex products with multi-country supply chains or non-standard HS codes may require additional review.

That's common. Our team can help classify your product using the ITC-HS tariff schedule. Correct HS classification is the first step — the wrong code means the wrong RoO test and potentially an incorrect eligibility determination.

DGFT Notification 05/2026-27 (effective 7 April 2026) requires that invoice numbers on CoO applications exactly match the invoice numbers on Shipping Bills filed on ICEGATE. A mismatch causes automatic rejection. Provenance verifies this match before submitting any filing.

No. Many clients come to us before their first shipment — to understand whether their product qualifies and what documentation they'll need. We can guide you through IEC registration, RCMC, and the full export setup if you're starting from zero.

Assessments start at ₹15,000 for standard products in covered categories. Complex products with multi-country supply chains or unusual HS classifications are priced higher. See our pricing page for full details.
